Drive a little bit and then just wait until the game says "You're Now, drive the boat away from the helicopters and try to leave Miami (you may need the heal vehicle code on if you are about to die). Go to the ocean, then spawn a boat (or find one). Pick the Assassin, Driver, or Enforcer (may work for Tony too), then get the cops to chase you (it will say "Lose The Cops!"). Make sure you have your boat driver unlocked first as you'll need boats quickly. When you spawn again, check your weapons locker and find that it now contains the desired gun. Kill members of the team and pick up a Carbine Assault Rifle they drop. Find shelter and take out the cops as they come, without getting killed. Start shooting, and continue the disruption until finally the police arrive. Normally, you would have to wait until the "Fifth Reputation Upgrade" to snag the Carbine Assault Rifle, but you can get it earlier.
